Fit and finish is to a particularly good standard, we suspect it may have been assembled from a factory machined kit of parts.
The engine turns over freely and runs forwards, not in reverse. The reverse eccentric has not been drilled for a grubscrew which may be a clue to its reluctance to run in that direction...
