Rather an ingeniously designed driving trolley, with a cast iron flywheel doing service as a brake disc, chain driven from one axle and a modern bike caliper brake providing a most effective stopper on its rim.

New and unused, it's comfortable to sit on and the seat is covered in that most practical of railway fabrics, er, white cotton.
