Heavy duty 0-6-0 outside frame chassis with transmission via sprockets and centrally-mounted driveshaft. Possibly designed for a petrol engine. Very grubby but well-made and quite nicely detailed with leaf springs and hangers. With outside flycranks, this could be turned into a powerful diesel shunter. Small box of bits and pieces with it including sprocket, chain etc.
