Complete, it's got a fine covering of surface rust over pretty much every ferrous part, although no deep corrosion - it requires a few hours with Scotchbrite rather than wholesale replacement of parts.
The chassis is stiff to turn although not seized. The boiler bears witness to having been steamed, but at most on a handful of occasions - the smokebox tubeplate still showing copper colour, with clearly visible silver solder around the tube ends, the stainless steel grate is still bright.
A complete strip and reassemble job really, at the same time taking the opportunity to paint the engine (the paintwork apparently having been done originally with a tar brush. And tar).
The engine looks complete down to the last fitting as far as we can see and includes a folder of original assembly instructions with the manufacturer's boiler certification.
